Introduction
This statement is published by Vigil Services Ltd in accordance with Section 54(1) of the Modern Slavery Act 2015. It sets out the steps we have taken during the financial year ending 31 March 2026 to ensure that slavery and human trafficking are not taking place in our business or supply chains.
About our organisation
Vigil Services Ltd is a commercial cleaning company operating across all 32 Greater London boroughs. We provide scheduled B2B cleaning contracts to offices, healthcare facilities, construction sites, and commercial property portfolios. Our registered address is Ferguson House, 113 Cranbrook Road, Ilford IG1 4PU.
All cleaning operatives are directly employed by Vigil Services Ltd — we do not use agency staff, subcontractors, or labour brokers for the delivery of cleaning services. This direct employment model is both our core commercial differentiator and a fundamental safeguard against labour exploitation.
Our supply chains
Our principal supply chains consist of:
- Cleaning products and consumables — purchased from UK-based distributors of established brands, all of whom are required to confirm compliance with applicable labour laws.
- Cleaning equipment and machinery — purchased from UK-based suppliers of commercial equipment.
- Professional services — accountancy, legal, and HR advisory services from regulated UK providers.
- Technology and software — cloud-based software services from established providers operating under recognised compliance frameworks.
We do not source products or services from jurisdictions identified as high-risk for modern slavery and human trafficking.
Our policies
Vigil Services Ltd maintains the following policies relevant to modern slavery:
- Direct employment only policy — all operational staff are directly employed on PAYE contracts with employment rights from day one. We do not engage zero-hours workers for cleaning operations.
- Recruitment policy — all recruitment is conducted through transparent processes with documented right-to-work checks and references. We do not charge recruitment fees to candidates.
- Whistleblowing policy — colleagues are encouraged to report concerns about exploitation, unlawful employment practices, or unsafe working conditions without fear of detriment.

Due diligence
During the financial year 2025–2026, we carried out the following due diligence activities:
- Conducted right-to-work checks for all new colleagues before their start date.
- Verified that all colleague wages meet or exceed the National Living Wage and National Minimum Wage for their age group.
- Confirmed that supplier contracts include representations about lawful employment practices.
- Reviewed recruitment and onboarding procedures to confirm that no fees are charged to new colleagues.
Risk assessment
We assess the risk of modern slavery within our operations as low, for the following reasons:
- All operational staff are directly employed on documented contracts with statutory employment rights.
- We do not use labour brokers, gangmasters, or agency staff for cleaning operations.
- Our supply chains are principally UK-based with established suppliers.
- We operate exclusively within Greater London under UK employment law.
We recognise that the cleaning sector is identified as an area of potential modern slavery risk in the UK, and we remain vigilant to indicators of exploitation — including unusual working patterns, signs of control by a third party, or colleagues living in employer-provided accommodation.
Training and awareness
All managers and supervisors at Vigil Services Ltd receive awareness training on modern slavery — including how to identify potential indicators of exploitation and the steps to take if a concern is raised. This training is refreshed annually.
Key performance indicators
We use the following KPIs to assess the effectiveness of our modern slavery controls:
- 100% of new colleagues have documented right-to-work checks before start date.
- 100% of colleagues paid at or above the applicable National Living Wage or National Minimum Wage rate.
- Zero substantiated reports of modern slavery or labour exploitation within our operations.
- 100% of suppliers confirmed as operating lawful employment practices (via contractual representation).
Approval
This statement was approved by the Board of Directors of Vigil Services Ltd in May 2026 and will be reviewed and updated annually.
